League Rules as approved by the Board

Bat Rules:

  1.  See www.arkansasusssa.com for wooden bat rules.
  2. All bats with the official USSSA stamp will be accepted for league play, including big barrel bats

 


 

Drafted League Sate and All Star State Tournaments:

Coaches interested in taking a team to the drafted league state tournament in Conway May and Post Season All Star Coaches that will be taking All Star Teams (ages 6-12) to the USSSA State Tournament in Conway on the 3rd Weekend in June.  Coaches should visit www.arkansasusssa.com for rules and information.  You may also call State League Director, Mike Schmidt at (479) 640-1434

 

6U T-Ball LEAGUE Rules (Refer to www.arkansasusssa.com for state tournament rules)

  1. Sof-T ball will be used for league games.
  2. After April 16th, 2019 only umpires can set up ball on tee for players nor can Coaches adjust players at home plate.
  3. All infield positions must be filled (C, P, 1B, 2B, SS, 3B) no extra infielders.  Outfielders must play in the outfield.
  4. Ball must travel outside of the “dirt” area around home plate to be considered fair
  5. Infielders may not set up inside the imaginary line stretching from 3B to 1B.
  6. Pitcher must set up inside "pitcher's circle" drawn on the grass. 
  7. Outfielders must set up in the outfield grass.
  8. One base will be awarded to all runners on over-throws to first base only. 
  9. Players must make an attempt to throw runners out at 1B (example:  grounder to the Pitchers mound or 2B; the fielder can't run down the runner going to 1B)  We want to encourage kids to make baseball plays whenever possible.
  10. 7 run limit per inning
  11. Run rule will be: 15 runs after 3 innings, 8 runs after 4 innings
  12. There will be no infield fly rule in this league
  13. Runners must avoid contact on plays at the plate.  If they do not, they will be called out.  This is a judgment call on the umpire’s part.
  14. Time limit:  Games shall be six (6) innings in length or one hour. No new inning shall start after time has expired. The official time will be kept by a timer set by the Umpire at the scorer's table. If an inning is in progress when time expires, the inning will be completed and it will be the final inning, even if it ends in a tie.
  15. Home team will keep the score book.  Visiting team will run the score board and clock.
  16. Teams can play with as few as 7 players.  Teams must take an out in the batting order for each the 8th and 9th players that are absent (1 out if 8 players are available).
  17. If a ball gets under or past the temporary fence, the ball is dead.  The batter gets a ground rule double and all runners are awarded 2 bases from where they started.

 

 

 

 

 

8U coach pitch League Rules (see www.arkansasusssa.com for state tournament rules)

 

  1. Teams can play up to 10 players in the field (4 outfield positions must be filled LF, RF, LCF, RCF).  No “rover” position.   All players will bat in order.  Free substitutions allowed
  2. Coaches will pitch from no closer than 30 feet and no further than 46 feet (pitching rubber)
  3. The coach / pitcher may not instruct baserunners while the ball is live.
  4. Bases will be 60 feet
  5. No stealing is allowed.
  6. Batters will have 3 strikes or 6 pitches, whichever comes first.  If a batter fouls off the 6th pitch, he is out.
  7. There is no infield fly rule in this league
  8. Play is stopped when the defense stops the lead runner.  This is a judgment call on the umpire’s part.
  9. The pitcher must set up behind the pitching rubber
  10. If a batted ball hits the coach pitching, the ball is dead.  Runners will advance only as far as they are forced.
  11. If a coach makes a defensive play on a batted ball, the batter will be ruled out and all runners will return to their bases.
  12. 7 run limit per inning
  13. Run rule will be 15 runs after 3 innings, 8 runs after 4 innings
  14. Runners must avoid contact on plays at the plate.  If they do not, they will be called out.  This is a judgment call on the umpire’s part. Catchers may not block the plate without the ball.
  15. Time limit:  Games shall be six (6) innings in length or one hour and fifteen minutes. No new inning shall start after time has expired. The official time will be kept by a timer set by the Umpire at the scorer's table. If an inning is in progress when time expires, the inning will be completed and it will be the final inning, even if it ends in a tie.
  16. Home team will keep the score book.  Visiting team will run the score board.
  17. Teams can play with as few as 7 players.  Teams must take an out in the batting order for each the 8th and 9th players that are absent (1 out if 8 players are available).
  18. If a ball gets under or past the temporary fence, the ball is dead.  The batter gets a ground rule double and all runners are awarded 2 bases from where they started.

 

 

 

10U League Rules (refer to www.arkansasusssa.com for state tournament rules)

 

  1. Teams will play 10 players in the field and bat all players in order.  All outfield positions must be played (RF, RCF, LCF, LF).  No “rover” position.  Free substitutions will be allowed.
  2. Bases will be 65 feet
  3. Pitching rubber will be 46 feet from the back point of home plate
  4. Runners will be allowed to lead off bases
  5. Balks will be enforced.  A warning should be issued on the first offense up to April 6, 2019.  Beginning April 9, 2019 umpires will be calling balks without warnings.
  6. A batter may advance on a dropped 3rd strike if 1st base is open or if there are 2 outs
  7. 7 run limit per inning
  8. Run rule will be 15 runs after 3 innings, 8 runs after 4 innings
  9. Infield fly rule IS in play in this league
  10. Pitchers can pitch no more than 6 innings (18 outs) in a calendar week (Monday – Sunday).  Rainouts will be looked at as they occur.  Only starting pitchers can be removed from the mound and put back in the game to pitch in a later inning.  The second trip to the mound in the same inning to the same pitcher shall automatically result in the removal of that pitcher from the game as a pitcher only.
  11. Runners must avoid contact on plays at the plate.  If they do not, they will be called out.  This is a judgment call on the umpire’s part.  Catchers cannot block the plate without the ball.
  12. Time Limit:   Games shall be six (6) innings in length or one hour and thirty minutes. No new inning shall start after time has expired. The official time will be kept by a timer set by the Umpire at the scorer's table. If an inning is in progress when time expires, the inning will be completed and it will be the final inning, even if it ends in a tie.
  13. Home Team will keep the score book.  Visiting team will run the score board.
  14. Teams can play with as few as 7 players.  Teams must take an out in the batting order for each the 8th and 9th players that are absent (1 out if 8 players are available).
  15. No Hidden Ball Trick in this age group
  16. The Starting pitcher can be pulled and re-inserted on the mound later in the game.  Relief pitchers, however, are done once they are taken out of a game.
     

    10U  “No Stealing Rule”

     

    BASERUNNERS

    All base-runners are allowed to take a lead from the base they are occupying.  Lead-off may not exceed 9ft. 

    Base-runners may advance if:

    – Base on Balls in a force situation

    – A ball is put in play by the batter

    – A balk is enforced by the umpire.  3 warning per pitcher per game.

    – A pitched ball hits the ground or backstop.

    – A throwing error on a pickoff attempt by the pitcher or catcher

    – Over throw from the catcher to pitcher

     

    **Simply Put**

    – Baserunner can only advance on a dropped ball by the catcher or a pass ball

    – Baserunner cannot advance on a pick-off. If he gets in a run down and gets to 2nd base, he just goes back to 1B.

    – Baserunner can advance on a dropped 3rd strike

     

     

    PITCHERS

    – Pitchers must pitch from the stretch when runners are occupying bases

    – Pickoffs are legal at any base occupied by a base-runner

     

    GAME PLAY

    1:15 minute game time.  Cannot start a new inning if less than 3mins game time remain.

 

 

12U League Rules (refer to www.arkansasusssa.com for state tournament rules)

 

  1. Teams will play 9 players in the field and bat all players in order.  All outfield positions must be played (RF, CF, LF).  No “rover” position.  Free substitutions will be allowed.
  2. Bases will be 70 feet
  3. Pitching rubber will be 50 feet from the back point of home plate
  4. Runners will be allowed to lead off bases
  5. Balks will be enforced
  6. A batter may advance on a dropped 3rd strike if 1st base is open or if there are 2 outs
  7. 7 run limit per inning
  8. Run rule will be 15 runs after 3 innings, 8 runs after 4
  9. Infield fly rule IS in play in this league
  10. Hidden ball trick is not allowed
  11. Pitchers can pitch no more than 6 innings (18 outs) in a calendar week (Monday – Sunday).  Rainouts will be looked at as they occur.  Only starting pitchers can be removed from the mound and put back in the game to pitch in a later inning.  The second trip to the mound in the same inning to the same pitcher shall automatically result in the removal of that pitcher from the game as a pitcher only.

15U League Rules (refer to www.arkansasusssa.com for state tournament rules)

 

  1. Teams will play 9 players in the field and bat up to 12 players in order. Free substitutions will be allowed. Coaches may choose to bat more than 12 players, but are not required to. This allows coaches with large rosters more flexibility with their roster.
  2. Bases will be 90 feet
  3. Pitching rubber will be 60 feet, 6 inches from the back point of home plate
  4. Runners will be allowed to lead off bases
  5. Balks will be enforced
  6. A batter may advance on a dropped 3rd strike if 1st base is open or if there are 2 outs
  7. Run rule will be 15 runs after 3 innings, 12 runs after 4, and 8 after 5.
  8. Infield fly rule IS in play in this league
  9. Pitchers can pitch no more than 7  innings (21 outs) in a calendar week (Monday – Sunday).  The team keeping the score book should record innings pitched in the score book.   Only starting pitchers can be removed from the mound and put back in the game to pitch in a later inning. The second trip to the mound in the same inning to the same pitcher shall automatically result in the removal of that pitcher from the game as a pitcher only.
  10. Runners must avoid contact on plays at the plate. If they do not, they can be called out. This is a judgment call on the umpire’s part. Catchers cannot block the plate without the ball.
  11. Time Limit: Games shall be seven (7) innings in length or one hour and forty-five minutes. No new inning shall start after time has expired. The official time will be kept by a timer set by the Umpire at the scorer's table. If an inning is in progress when time expires, the inning will be completed and it will be the final inning, even if it ends in a tie.
  12. Home team will keep the score book. Visiting team will run the score board.
  13. Teams can play with as few as 7 players. Teams must take an out in the batting order for each the 8th and 9th players that are absent (1 out if 8 players are available).
  14. Metal Cleats are allowed in this age division.

 

 

 

Players elgible to play up

-For a player to be elgible to play up, they must meet the following requirements:

  1. They must have a sibling in the desired age group.
  2. They must be within one year of the age group.
  3. They cannot play up from Tball - coach pitch, coach pitch - live arm.
  4. Be approved by the Baseball Board.
